[EnergyPlus_Support] about the supply air temp

Dear all:
    My design supply air temp of the fancoil is 16,but the output says 
the temp is much more than 16(about 19¡«25 degree).And the delta temp 
of the cooling water is very small.The supply water temp is 7 and the 
water flow rate is fixed.I need your suggestion!
