If the floor surface is described as a single surface, then the average ground 
temperature should be used.

To use core and perimeter temperatures, the floor slab must be modeled as two 
separate surfaces, with the appropriate areas.  From what you have described, 
the core section would use the other side coefficients and the perimeter 
section would use Ground as the exterior environment (seeing the Ground 
Temperatures).
