I apologize for the long delay in answering this question.  

The baseboard heat is not sizing properly, partly because it does not know how 
to account for the ventilation load.  You will have to manually size the 
baseboard heat, or put two baseboard units in the zone.  They will both try to 
size to meet the entire load, so this should provide adequate heating.  This 
will result in some extra hot water pumping power, but the units will control 
to consume the proper amount of heating. 

COIL:WATER:COOLING does not always size properly.  Use 
COIL:Water:DetailedFlatCooling instead.  I will send you the modified input 
file in a separate message.
