sorry for the faulty copy of the window data. 
Yes, for this example I've used the version 1.2.1. After conversion to 1.2.3 the problem was gone :)
 
But another problem with this simple example arises:
The zone control defines single heating (winter period setpoint 22°C) / single cooling (summer period setpoint 26°C).
Actually there is no system for cooling, so I thought that the baseboard heater trys to reach the 22° setpoint and ignores the cooling setpoint. But this isn't the case.
If you run a simulation for the whole year, you see that the baseboard heater heats during the summer period to reach the cooling setpoint of 26°.

PS: It would be really helpfull to improve the interface of idf converting tool. It's not really state of the art that you have to type in the filename - you can't even use copy and paste. 
A file selection dialog which supports multiple selection would be nice.

The good news is that this is not a problem in the current release 
version of V1.2.3  (I compared the two outputs and they are 
identical).  There was a problem (undetected) in earlier versions and 
apparently you hit on it.

One problem with your submission was that the Window5 Data file got 
truncated somehow -- only 73 characters per line.  I substituted 
one.    And that fact (the truncated lines) caused a crash -- which 
we will have to look into so it exits more gracefully in the April 
2006 release.

If you download V1.2.3, either now or when the interim is released, 
you will need to transition those files but it is a menu select item 
out of EP-Launch (that's what I used when I figured it out -- and I 
think perhaps a one step (seemed to work) from your V1.2.1 files).
