Some equipment types will do this in EnergyPlus.  (I could go into a long 
explanation, but the short answer is that some of this will change in 2006.)

In this particular case, there are several options.  a)  Schedule the 
baseboards off during the summer season.  b)  Use the single heating sepoint 
control all year  c) Set the control type schedule to zero during the summer 
months.
