Now that we know that trench heaters are underfloor strip heaters, I 
think it can
be said that hotwater baseboards would be OK. You might want to define a 
fairly
shallow zone near the windows to get the best estimate on whether the 
window surface
temperature is staying above the dewpoint. Make sure there is a heat 
flow path between
this exterior zone and the interior zone - either conduction through a 
low resisitance wall
or mixing.
