Reporting the mass flow rates for the baseboard heater revealed that the mass 
flow rate was maxed out for most of the day.  The baseboard model requires 
adeqaute water flow to support the larger UA.  Increasing the baseboard water 
flow rate x10 (too extreme, I'm sure) results in the heating setpoint being 
maintained.  And the mass flow rates are varying every hour now, showing that 
the baseboard is modulating.
