FYI

Although it is not EP, we have DOE-2 running behind a web page doing emissions calculations for Texas "ecalc.tamu.edu". This includes documentation. 

Ecalc evaluates IECC code-compliant residential and 90.1 code-compliant commercial. Basically, the DOE-2 was handled with parameters and an st of include files. This was a non-trivial exercise. Results are emailed back to you. We are looking into converting to EP.

We (at NREL) are working on a simple EnergyPlus web interface, but our application runs the program remotely on a server, not on your desktop machine (which is what it sounds like you want to do).  We have not tried to trigger an EXE or DLL to run on the local desktop, so there are no examples and I'm afraid you are on your own.
