The IRS regulations state:

.05 Qualified Individual. An individual that--
(1) Is not related (within the meaning of §45(e)(4)) to the taxpayer
claiming
the deduction under § 179D;
(2) Is an engineer or contractor that is properly licensed as a
professional
engineer or contractor in the jurisdiction in which the building is
located; and
(3) Has represented in writing to the taxpayer that he or she has the
requisite qualifications to provide the certification required under
section 4 of this notice
(in the case of an individual providing the certification) or to perform
the inspection and
testing described in section 4.05 of this notice (in the case of an
individual performing
the inspection).

So this says licensed engineer or licensed contractor.  CEM is not a local

Greetings,

I'm wondering if anyone know about this. It would save me some time calling
the IRS!

I was reading that EnergyPlus software is certified by the IRS for
qualifying improvements for the federal tax deduction under Section 179D.

I also read that in order to receive the deduction, the property must be
certified by a "qualified" individual (presumably using EnergyPlus):
meaning "an engineer or contractor properly licensed in the jurisdiction."

Does anyone know what that means? "Properly licensed" could mean a PE
license, a General Contractors (Builders) license, CEM (certified energy
manager), Mechanical Contractor, licensed Architect, etc.... I doubt any of
the officials in my jurisdiction would have any clue as to what licensing
requirements would be needed for someone to appropriately certify a
property.

I have a "Professional Master of Engineering Degree"....would that be good
enough? Somehow, I doubt it...
