It is difficult to say for sure without seeing the input file.  This type of 
error usually occurs when the loop is unable to conserve mass flow around the 
loop.  Check the flow rates specified for the cooling tower(s) and the 
condenser loop pump and in the condenser loop object.  Check if there is a 
bypass.  Check the pump controls.  Check the ACTIVE/PASSIVE settings on the 
branches.  See ExampleFiles\CoolingTower.idf for an example.
