I have not tried in Energy plus yet. In reality, you shall have the follwoing set-ups for water side economizer:
  1. Perimter system and interior system.
  2. HX and anothe set of pumps to seperate the two water systems. Condensing water to serve the rediant panels for interior zone and perimeter zone for hot water system.
  3. When HX loop is on, chillers are off and switch to cooling towers, the cooling towers shall be oversized to have enough capacity if you want to shut-off all your chillers.

So in the cold months, I will only use the water from cooling tower and in warm months the water will be the mixed water from the chiller and the cooling tower. Can anybody tell me how to configure the systems in EnergyPlus?
