In this case, the supply air temperature will be whatever the mixed air 
temperature happens to be.  If the outside air fraction is high, the this 
system will deliver very cold air to the zone.  If you anticipate that this 
would be too cold, then a preheat coil must be added to warm the cold outdoor 
air or to warm the mixed air.
