[EnergyPlus_Support] Initial Conditions: Temperature/Design Day

We are currently running a simulation for a single design day and a 
temperature setpoint of 21C.  The current model sets the initial 
temperature of our "building" to 23C and over the course of a single 
design day does not change significantly (does not reach the desired 
value of 21C).  Is there anyway to change this initial temperature, or 
do we need to define a longer run period?  If a longer run period is 
necessary is the only way to do this by defining a new weather file?
