There is no "default" value of Solar Radiation per se, it is 
dependent on your location and other factors.  If you want to cut out 
solar effects in a design day -- enter a clearness of 0.0.  Then you 
can determine if that is what is causing your change in zone mean air 
temperature or if it is some other factor.
