  I am sorry I did not explain my plan very clearly.  The chilled water from chillers will first pass through main cooling coil.  After leaving the cooling coil, it will enter radiant slab, which is constant flow with its own circulation pump. The cooling coil will determine the chilled water flow. There should be a bypass pipe.  When chilled water temperature out of cooling coil is lower than the water temperature required by the constant flow low temp radiant system, part of the chilled water out of cooling coil will be bypassed. 
   
  In reality, the chilled water is also connected to the radiant slab.  The water supplied to radiant slab is from three aspects 1) water out of cooling coil, 2) chilled water from chillers, and 3) recirculated water from chilled slab.   When chilled water temperature out of cooling coil is higher than the water temperature required by the constant flow low temp radiant cooling system, the chilled wate from chiller will provide additional low-temperature water and mix with the water from cooling coil.
   
   I think this configuration maybe too complicated to configure in EnergyPlus, so I just  ignore the chilled water flow from chiller directly to the radiant slab cooling.

water flow rate. If the coil and slab are in series then which controller will 
set the flow? Perhaps you can explain the connections and control strategy in
