Look at the Auxiliary Programs guide.  It is the document that talks 
about the weather converter.  And explains creating a custom file in 
a fair amount of detail.

If your weather station doesn't have solar values, it will still be a 
problem.  You may be able to use local weather (with solar) and then 
merge your local weather station data into a single file that can 
then be processed.
