No, there should only be one COOLING LOAD RANGE BASED OPERATION object which 
references three PLANT EQUIPMENT LIST objects.  In the COOLING LOAD RANGE BASED 
OPERATION object, the load range limits should be:

Load Range Lower Limit 1 = 0
Load Range Upper Limit 1 = little chiller capacity

Load Range Lower Limit 2 = little chiller capacity
Load Range Upper Limit 2 = bigger chiller capacity

Load Range Lower Limit 3 = bigger chiller capacity
Load Range Upper Limit 3 = 999999999999999 (or something significantly larger 
than the sum of the two chiller capacities)
