The reason you got the error is that you don't have an object of Dual 
Thermal Comfort Setpoint with Deadband:Fanger with object name = Test. After 
definding the object, you may need two setpoint PMV schedules. The schedule 
you mentioned looks like thermal comfort type schedule, which allows you to 
change comfort type every time step.

Please look at an example file of FurnaceWithDXSystemComfortControl.idf, 
which may give you a good starting point.
