[EnergyPlus_Support] "DOE2Translator"

Hi
  I want to run a DOE 2.1 input file with energy plus. I understand that "DOE2Translator" can do this job. The problem is, there is no such a file when I download the program. Should this file be downloaded when I download the EP 1.4 or I should download this separately?
