The fans must be combined into a single fan for the simulation.

Yes, the VAVSingleDuctReheatBaseboard example file would be appropriate.  

Also see CompactHVAC-5ZoneVAVWaterCooled.idf.  This will show how to use 
Compact HVAC objects to set up the VAV portion of the system, and then you can 
take the expidf, rename it to NewFileName.idf and add the baseboard components. 
 This may save some time setting up the air loop.
