There is not enough information to answer your question.  A DOAS does not stand 
alone, it has some other type of system to meet the internal and envelope 
loads.  I would suggest that first, you make sure the two system alternatives 
are truly meeting the same load requirements - are the zone temperatures the 
same?  Is one system controlling humidity better?  Is the quantity of fresh air 
delivered the same?  Is the VAV using an economizer?  Does the DOAS 
configuration have a way of bringing in extra fresh air for economizer 
operation?  I would some extra runs with features such as humidity control and 
economizers turned off first to make sure the system are meeting equivalent 
loads, then add things back one by one to understand the impacts.
