[EnergyPlus_Support] Strange Dates in Daylighting Map

The "strange dates" in the Daylighting Map were not produced by 
EnergyPlus.  Rather it is after you read the file with Excel.  (Other 
spreadsheet programs may be similar -- I didn't try them).

As it turns out, the fix is rather simple.  I noticed that our 
"regular" csv files did not have the same problem.  Because there is 
a space in front of the date string (i.e. " 1/01" rather than 
"1/01").  So, the Map file will use that convention and the inserting 
of years (and getting confused by regional date settings) won't occur 
in the next release.
