That's difficult to answer without knowing more about the inputs.  Two 
possibilities:

If the condenser loop pump is set to CONTINUOUS, it will run whenever the pump 
schedule is non-zero, regardless of chiller operation.

If there is only one tower serving entire condenser loop, it must be on 
whenever there is a demand from a chiller.
