My understanding is that TDV only applies to source energy. It is a very
specific methodology for California.

No. The emissions factors in the NREL report are all per unit of delivered
electricity (per kWh at the building meter). The various source energy
efficiencies (for coal, gas, hydro, nuclear, etc.) are already rolled into each
emission factor. For other sources, you will need to confirm what basis is
used for the factors. It could be per unit of fuel input to the power plant,
per unit of electricity out from the power plant, or per unit of delievered
electricity.
