Both "composite constructions" and "minimum-standard constructions"
involve adjusting values for a material layer inside the assembly in an
attempt to use a 1-d model work for what is actually 3-D heat transfer
situation. The goal for the composite constructions data set is to
account for known framing effects as well as is practical. The goal for
minimum standard is to hit the assembly U-value listed in a Standards
document. The standards committee is probably trying to account for 3-D
effects when choosing assembly U-values but the analysis behind
CompositeWallConstruction.idf is much more robust (developed from 3-D
finite difference modeling). There is no reason you could not edit a
construction in CompositeWallConstruction to hit a Standard's U-value,
but you would no longer have something based on the 3-D analysis behind
CompositeWallConstruction.idf. 

If you aren't finding the constructions you want in the
CompositeWallConstruction.idf data set, then (because there is so much
analysis behind the data) the best you can do is pick one that is close.

Does the advice to use the example file generator also apply to
building composite walls/roofs for which we don't find examples in the
CompositeWallConstruction.idf file? The documentation says to not
edit the inner layer of the composite wall construction...I see how to
build layered walls, but once framing comes into play that creates
bridging effect, or is otherwise not a "layer" I'm not clear. Someone
said if the goal is an R-13 (for example) just layer something that
gives you an R-13, this doesn't sound right? Shouldn't I be building
something that reflects different thermal properties of say an R-13
concrete vs steel framed vs stick framed?

Thank you, and I apologize if this is terribly basic, I did scour old
posts and documentation.
