Yes. While the Engineering Reference description is somewhat brief, it
essentially says that the general model for a heat transfer surface with
internal source is used to model this type of heat exchanger. The phrase "top
surface variables correspond to `outside´ variables in standard CTF/QTF
definition." indicates that radiant transfer with the sky is part of this
model.
