In general, "purchased" in EnergyPlus means a resource produced off-site and 
delivered to the building being modeled.  Originally used for purchased 
hot/chilled water, which is often metered and paid for when taken from a 
district heating or cooling system.  Then, when we wanted a way to condition a 
zone without modeling a detailed HVAC system, the concept of "purchased air" 
seemed like a reasonable parallel.
