If this is an availability schedule, then values for "off" should be
0.0.  Any non zero value is "on"

Dear EPlus support team,

My .csv output file shows a constant value for the "Fan Electric
Power" report variable for every hour of the year. It's supposed to
shut down at night and I expect 0 watts during those periods. Please
help me figure out why the Watts value remains constant.

The System Availability Manager for the fan is set to "cycle on any",
and the schedule for that fan is intended to allow the fan to shut
down at night unless there is a load. (I've shown it below). 
Finally, there is also a compact schedule for temperature setpoints
which lowers the setpoint by ~3C in winter and raises it the same
amount in summer.
