That's right. The fan availability schedule (possibly a bad name) is an
on/off schedule: values > 0.0 mean the fan is on; 0.0 means the fan is off.
The SYSTEM AVAILABILITY MANAGER:NIGHT CYCLE overrides
this schedule. See example file 5ZoneDDXyxOnAny.idf.
