It is also common to use the middle plane located between 1) and 2).  

 

But one can't really say which is "most correct."  Do what ever you find the easiest.  It can vary depending on the project.  You can also mix up different approaches in a single model without introducing much error.

Considering that each surface has a construction and so a geometrical width, what should be more correct when defining surface's geometry: 
1) to define points of the INterior surface;
2) to define points of the EXterior surface;
