Your opinion matches what happens in EnergyPlus.  The amount of make up
water equals the amount of hot water consumed.  The temperature of the
make up water can be scheduled or modeled inside EnergyPlus-see the
object called "Water Mains Temperatures."

Hi All, recently I worked on a model in which one DHW Loop is coupled 
to hot water loop, in my opinion, when hot water from HW Loop is 
consumed by DHW Loop,so,in order to achieve a mass balance in hot water 
loop, additional makeup water should be provided to this hot water loop.
My question is the amount and inlet temperature of this makeup water is 
determined in Energyplus!
