[EnergyPlus_Support] Minimum outside air in Controller:Outside Air

Dear EPlus Forum,

When I set the CONTROLLER:OUTSIDE AIR "minimum outside air flow rate"
input to a fixed value and the "maximum outside air flow rate" to
"autosize", I receive an error.

   ** Severe ** For CONTROLLER:OUTSIDE AIR: OACONTROLLER_AH1
   ** ~~~ ** maximum outside air flow rate (2.83) < minimum
outside air flow rate (2.83)

In my mind, it seems appropriate to establish a minimum airflow, which
in this case is for exhaust fans, and then let the program establish
the maximum (which should be the larger of either the specified
minimum or economizer operation). Why does this error occur?

p.s., It goes away when I "autosize" the minimum value.
