In the generic air-toair heat exchanger, there is a 2:1 primary to 
secondary (or secondary
to primary) limit on the flow ratio that can not be altered by the user. 
There is no such
limit on the flat plate heat exchanger (HEAT EXCHANGER:AIR TO AIR:FLAT 
PLATE).
