RE: [EnergyPlus_Support] Controller actuator error
Thank you for your response, but whilst the loop demand error can be removed in this way, in terms of the resultant airflow rates, we still have a very high flow rates for the room (volume of ~830m³).
Many of the components are auto sized, and looking at the eplusout.eio file; we see the airflow rates auto size to just over 2e6 m³/s. I don't know if this needs to be passed to a developer or not, but it looks to me like the auto sizing is going awry somewhere.
Any further suggestions would be appreciated.

Loop Demand=89853672305 W ? That's not a large room, it's a small country..
Check that this number is greater than the Load Range Upper Limit
specified in your file.
If so, increase the load range upper limit and the equipment should turn on:
COOLING LOAD RANGE BASED OPERATION,
Central Chiller Only, !- Name
0, !- Load Range Lower Limit 1 {W}
900000, !- Load Range Upper Limit 1 {W}
Cooling Plant; !- Priority Control Equip List Name 1
