Actually I don't think that is correct. The air terminal units are 
treated as zone equipment
just like the baseboards. So which is simulated first in the zone 
equipment simulation?
It is up to you, the user. Look at the Zone Equipment List. For each 
controlled zone, this lists
the units that can act to heat and/or cool the zone. Along with each 
unit there is a cooling
and a heating priority. Making the heating priority of the baseboard 1 
and the terminal unit 2
should cause the baseboard to try to meet the zone heating load first.
