[EnergyPlus_Support] TMY3 Weather files - Updated

Thanks to everyone who pointed out some problems in the weather files 
recently uploaded.

Our weather conversion is done directly from the source data of the 
TMY3 and we missed a couple of important points.  These are all back 
up on the weather location:

http://www.eere.energy.gov/buildings/energyplus/cfm/weather_data.cfm

Please point out any other problems you might find.
