[EnergyPlus_Support] Economizer does not function properly



Dear E+ Forum,

The air handler in my current model has an economizer which is staying
 at the fixed minimum position at all times on the Winter Design Day.
 As a result, the cooling coil operates to create the discharge air
temperature setpoint.  I expect that the economizer should increase
the outdoor air flow to accomplish the same result, but it does not.

I've shown the critical objects below and hope someone can direct me
to the problem.  Thank you!
