[EnergyPlus_Support] temperature control in e+ is not functioning well in my model?

Hello, I am using compact vav system to realise temperature control in 
my model. With all the rooms using the same temperature control 
schedule. Three (one of them seriously) of 15 rooms appear higher 
temperature in summer than the preset temperature value.

It is not because of the chiller capacity, I think. Since one of them 
is not running at full capacity all the time. 

So what is the possible reason? 

I have uploaded my idf and csv file to the files of the group zone. It 
is called temperaturecontrolnotfunctioningwell.rar.
