Yes, Bing you are right.

My own experience with radiant cooling+air system is to add the 100% all outdoor air system for ventilation. In the humid area, the dehumidification maybe necessary. Try to setup the supply air temperature and cooling coil at certain temperatures will work.

Purchased air is not indented to combined with any other system.

The purchased air is an independent way to cool/heat the space. It
should not be used with other explicitly defined systems such as
radiant system. I do not agree to edit the weather file is a correct
way to do it. Actually, the weather file tell you that you cannot let
your radiant system on all the time. This will generate problems such
as condensation.
