If you're not going to use the data in EnergyPlus, why are
you using EPW as an intermediary format?  

You can read about creating custom weather files for EnergyPlus in the
Auxiliary Programs document.

You can also create EPW files from DOE-2 "fmt" files. 
Remember that DOE-2 FMT/Bin files do not have "diffuse"
radiation on them.
