[EnergyPlus_Support] example file (VAV)_setpoint unattained and chiller is consuming energy

Hi,

 

I'm trying to understand the operation of a VAV system using an example file (LgOffVAV)

I run a simulation for the month of January using Chicago weather file

Although, the zone air temperatures were below the heating setpoint, the chiller was operating according to the availability schedule regardless of the setpoint schedules in the thermostat settings. At that time the chiller is wasting energy. Shouldn't it work at time of avilability and when the zone air temperature is above the cooling setpoint?

Could someone justify this for me, please?
