Yes, and this is done in the sophisticated models that predict solar 
radiation. But developing such a thing takes years and a lot of expertise...
You might find measured data of global radiation at 
http://www.solardatawarehouse.com/
and modeled data until the previous day from Clean Power, 
http://www.cleanpower.com/research.aspx.
I don't know their prices, though.
You can also get radiation _forecasts_ from AWS Truewind, 
http://www.awstruewind.com/.
