DOE 2.2 is not a US DOE product.  There is no current
procedure or program available to convert DOE2.2 files to EnergyPlus
available from the EnergyPlus Development Team.

If others have created one, we are not currently aware of it.

Even the DOE2 Translator that we do have is quite limited in what it can
translate.
