I don't believe it does -- this is something that you must take into account before entering the material properties. That is, you must first calculate a resultant thermal conductivity that takes into account thermal bridging, and then enter that value into EnergyPlus.

That said, there is a dataset available with the EnergyPlus installation ( CompositeWallConstructions.idf, located in the DataSets folder of the installation directory) that contains pre-made Material and Construction objects for a number of Constructions with thermal bridging.
