The step given in the PDF is correct.
 
However, a PC user may not be able to 'run as an administrator', if he has not been given that privilege. 
 
The person who set up the UAC (user access control) may have deleted the Adminstrator Icon, and then there i no way to get it back from the Windows User control program.
 
I am willing to lead Frank through the set up process.  My mail to the group is still being returned by the postmaster, therefore, I am also addressing this mail to Frank's e-mail address.

Well, having the folders in EnergyPlus read-only certainly won't help with creating batch files there.    It's not a setting from EnergyPlus install.  EnergyPlus depends on being able to write files in the main root folder.

Did you read the article Tianzhen suggested?
Take a look at the recent issue of the Building Simulation User News at http://gundog.lbl.gov/dirun/Newsletter2009_1.pdf. Your question should be answered at the "Ask an EnergyPlus Expert" section.
