The direct normal is the amount of beam radiation received perpendicular
(at right angle) to the sun. Thus, sun angles, which are the most 
obvious differences between winter and summer solar radiation, have
no effect on the measured direct normal. However, the amount of time
the sun is in the sky does matter, so all other things being equal,
one would expect more direct normal in the summer than the winter in
northern latitudes.

I've taken a look at the College Station TMY3 weather fileIt does look a 
little anomalous, because the cloud cover amount in June is only 10% 
more than in January. I've also compared the direct normal for all 67
TMY3 and 17 TMY2 weather files for Texas. The variability in monthly
direct normal has gone up noticeably in the TMY3 weather files.
