Well Mike, the answer is maybe. Would you mind entering this on the EnergyPlus HelpDesk
so this issue can be properly tracked? That's energyplus.helpserve.com.

My feeling is that this is possible, but it is not straightforward. A relief fan would need
to be added to the AirLoopHVAC:OutdoorAirSystem. Please post a ticket on the
HelpDesk and I will go ahead and try to create an example file.
