Those reports provide summary information on utility tariff calculations, ie. the cost of the electricity. You would not combine the two different tariffs. Multiple tariffs are often entered because one doesn't always know ahead of time which tariff, or rate schedule, will apply.
To get the total electricity, it is more common to use the pre-defined reports obtained using Output:Table:SummaryReports , AnnualBuildingUtilityPerformanceSummary;

Hi
I have a question about the 2 tables that are displayed in the html output of EP. One is
PSI_LLF_Low Load Factor electricity charges and the other is
PSI_CS_Commercial Electric charges
I am wondering is the total electricity of a building the LLF table numbers or the combination of both?
Any help is greatly appreciated.

The getting started with EnergyPlus tutorial is free. (You will need to follow along using IDFEditor though)
