 From the warning message, it appears that the setpoint temperature is 
11.89, not 24 as
you wish. And the chilled water entering the coil is at 24.81 C, too 
warm to do any cooling.
Probably the chiller is off. Is there some other SetpointManager setting 
the setpoint?
