[EnergyPlus_Support] Equipment Capacity Problem

Hi guys,
I was analyzing energy Plus sample model (named as GSHP-GLHE.idf) for Ground Source Heat Pumps, and I realized that this model has HeatPump:WaterToWater:Parameter:Estimation:Heating and Cooling equipments with nominal capacities of 50,000 and 45,000 W, respectively. I also checked sample building's design heating and cooling loads which were about 14,000 and 16,000 W respectively (these are loads calculated using a sizing factor of 1.2).
How come does a GSHP equipment have a nominal capacity which about 3.5 times greater than design heating load of a building? Isn't this equipment significantly over-sized? or is there any other explanation for such a relationship between loads and system capacities?
Thanks.
